“A Crescente Invasão de Engenheiros Estrangeiros e Empresas de Engenharia Estrangeiras no Brasil”

BR-VISA acompanhou Audiência Pública realizada hoje, na Comissão de Trabalho, de Administração e Serviço Público, da Câmara dos Deputados para debater o tema título.
Convidado a debater o tema, JOSÉ TADEU DA SILVA – Presidente do Conselho Federal de Engenharia e Agronomia – Confea, mencionou que a Confederação entende que: (i) os engenheiros estrangeiros devem cumprir as mesmas exigências formuladas aos engenheiros brasileiros, apresentação de diploma e respectiva inscrição no competente CREA; (ii) atendimento ao princípio da reciprocidade aos engenheiros brasileiros que forem ao exterior.
Já JOSÉ ROBERTO BERNASCONI – Presidente do Sindicato Nacional das Empresas de Arquitetura e Engenharia Consultiva – Sinaenco destacou que deve ser incentivada a contratação de engenheiros estrangeiros por empresas sediadas no Brasil – insurgindo-se contra a prática de contratação de projetos no exterior ou a vinda de empresas/grupos temporários no País que acabam por não proporcionar a absorção de tecnologia ou know-how por brasileiros.
Os debates demonstram que as entidades de classe apóiam a contratação de engenheiros estrangeiros desde que nas mesmas condições de brasileiros – no Brasil e no exterior. O que se pretende evitar é a permissão de atividades no País, que não importem em efetiva atuação em território nacional de profissionais estrangeiros ou que não importem em absorção de tecnologia por brasileiros.


 

“A Growing Invasion of Foreign Engineers and Foreign Engineering Companies in Brasil”

BR-VISA participated at the Public Hearing held today, at the Labor, Public Service and Administration Committee of the House of Representatives to discuss the topic title.
Were invited to discuss the issue, Mr. JOSE TADEU DA SILVA – President of the Federal Council of Engineering and Agronomy – Confea, who mentioned that the Council believes that: (i) the foreign engineers must meet the same requirements made to Brazilian engineers, submission of his/her diploma and enrollment in the respective competent CREA, (ii) compliance with the principle of reciprocity for Brazilian engineers who go abroad.
Mr. JOSE ROBERTO BERNASCONI – President of the National Union of Architecture and Engineering Advisory – Sinaenco highlighted that should be encouraged the hiring of foreign engineers for companies based in Brazil – rebelling against the practice of contracting engineer projects abroad or against companies/temporary groups that enter in the country, but do not permit the absorption of technology or know-how by Brazilians.
The discussions show that the associations support the hiring of foreign engineers in the same conditions of Brazilian engineers – in Brazil and abroad. The aim is to avoid the performance of activities in the country that do not represent the effective work of the foreign professionals in Brazil or do not have any absorption of technology by Brazilians.
